The small black plastic "cap" on throttle body near throttle cable - What is it?

I have flipped through the service manual, and cant find anything specific. My 1999 5-speed (2nd pic) is missing the "cap," but a friend of mines 2000 5-speed (1st pic) has the "cap." What is it? What is it for? Where do I get one?

It's called a dash pot, helps idle the engine down slower instead of letting it drop off high rpm abruptly

The dashpot consists of the piston (which you have installed), a small air filter and a cap to hold the filter on. You are missing the air filter and cap.

As far as I know, you cannot just order the filter and cap, but should be able to find both at a junkyard for spare change. It still works without those, but if it gets clogged up with dust or mud it'll seize up.

I didn't know 3rd gens had dashpots, I thought it was just 2nd Gens. Or maybe just on manual transmissions?
