Junkyard oddity?

What is this second blue spring? Found it on a 2000 runner in a junkyard. I have a 97 and it doesn't have this. I also noticed a clamp or "spreader" type thing the main coil spring. My 97 doesn't have that either. Is that some kind of poor-boy lift or something?

Also, anyone know what this piece would be called? I know what it does and where it came off the center dash, but not the name of the thing. Can't seem to find it online.

Some kind of ghetto lift or combatting the sag, you can see the extra spring seat that's been bird crap welded to the axle.

It looks like a terrible job at adding additional spring support without changing the spring for maybe towing or hauling large amounts of weight in the rear.

Like stated looks like it was added to combat lots of weight added to the rear. I would actually work.

Toyota calls it the integration panel and you are holding $262.23 worth of stuff from Toyota. To order it from Toyota you have to order every piece seperate
