Door handle opens locked door...ALWAYS!
Had a slight accident with my 1998 4Runner that pulled the driver side door handle off, handle only, door was fine. Replaced handle, attached rods, door opens from inside or outside handle, however it opens whether door lock button is up or down.
Looked for broken or bent parts but didn't find any however I cannot get door to stay locked so that you cannot open by pulling up outside handle.
It seems like a mechanical problem but I can't see anything that needs to be replaced or bent etc.
Door will lock from auto buttons or remote also, but will still open when you pull up on outside handle.
Any help?

Sounds like a rod got mixed up or is binding with another.

When it's locked, can you also open it from the inside door handle, or only the outside? Knowing that might help narrow it down to an issue with the lock, or an issue with the rod connecting the outside handle to the release.

I hear ya on the comments.
No real answer but how about either comparing what you gave on 'bad' side to the other side's operation? Or to a schematic from fsm perhaps. Luck.

Yes, when it is locked, it can be opened from the inside as well as the outside.

Just to make sure we're clear, when you hit the electric lock button, the manual lock goes up and down like it's supposed to, but even when it's down you can always open the door?

Ok, so my first thought was that the manual lock rod wasn't working right, but the fact that it moves up and down with the electric locks, and they seem to be doing their thing rules that out.
It seems to me that something has to be broken inside the actuator itself for this to happen. You're probably just going to have to crack the door open and get a look at it.

The actual latch, where all the rods connect to.
There should be a lock rod going to it, as well as one from the inner and outer door handles.
It will look something like this:

Do we have any proof that the door is truly 'locked' other than the manual lock (aka plastic stick) is going up and down? If it opens from both sides, maybe it's never locked, just the stick moves when you open from the handle?
Post some pics of the door with the panel off, OP
