Not a whole lot to offer you, but here is a start. Under the back seat area! Don't have to drop the tank. Here is the FSM
http://tacoma.site40.net/4Runner_96-...fuepum/ovi.pdf
And another
http://tacoma.site40.net/4Runner_96-...uepum/remo.pdf
These are Fuel Pump related, but maybe
@ TheDurk
can give you more info on the sender. It's two wires, the sender varies the resistance to move the needle. You could probably simulate with a light. I'm not current on the fuel gauge though.

This will tell you if you have to fix the gauge or the sender.
Pin-outs will be different in other years, but if you don't tell us your year, all you get is 2002.

You're in luck. I've never seen an electrical difference between 2001 and 2002, so just go by what I and
@ IBallEngineer
have posted for you.

technodrive---Within the last week a Toy dealer in Northern Virginia indicated that he could the #3 plate for a 1999 SR5/v-6/manual/4WD. The last four digits were D251.
Mine will show full and drop to zero with the low fuel light blinking. The suction tube and sender have been replaced--no joy. I had the resistance checked at the board and it is as required on one side and out of limits on the other.
Could this be as simple as replacing the gauge? Or, is the problem in plate #3?
Any clues or suggestions would be greatly appreciated.
