Idk If I would count this as "under" the bumper but here is what I did with mine to retain a mostly stock look

what mounting plate is that? i like that. im trying to keep my factory bumper.

It's the $50 harbor freight one. It's been modified a little to fit. I'll include some of the photos I took to show how It's mounted but they only show so much so if you have any other questions let me know. No welding was needed to go this route. Just need a cutting wheel

thanks for the pictures. sorry for the late reply i dont think i had notification on. cutting wheel is the easy part. welding is a different story.

Anyone know if its possible to do a hidden winch with the oem 1998 4runner fog lights? (photo below is not my exact 4runner or photo)

It would be pretty cool to have the fog lights plus winch. I can't imagine that would be good for airflow though.
