Does anyone have a problem of a loud squealing sound coming from the engine bay for a few seconds after starting their 3rd gen (1999 for me)? It seems to happen more when it's cold outside. It doesn't bother me that much but it's a little embarrassing sometimes. I think it's power steering whine, but I figured I'd ask first.
Yes I have but usually only 1 second right when I start. Although occasionally it will go really loud for longer until I start driving. I was going to try tightening up the alternator belt slightly.
Sounds like one or more of your belts are under-tensioned. Here's a video you can use to get the tension right on your belts:
Do this OP, I have the exact same year of your T4R. I had the belt squeal, which got progressively worse as the days got colder. I replaced all three belts, and it was as good as new

x2. Had my wifes BMW in the shop and had my 4runner there at the same time, asked them to tighten some stuff up and no more squeals!
Tightened mine just now. The adjuster bolt was stripped on mine like in the video. Dont know if it was already like that or if I over torqued it from having some deep creep on the threads.
