I think they're just being technically correct.
An intercooler is supposed to be used for a cooler used between various stages of compression, before the compressed air is delivered to the destination (the engine). If you had a couple of turbos in series, or a turbo feeding a supercharger, for example.
An aftercooler performs the same task, but it's after all the compression has taken place, before the air is delivered to the destination.
I guess most people just started calling aftercoolers the wrong thing at some point, and in some sense if you include the engine as part of the air flow system, it is in the middle of the process, not at the end.
Also, the HP and TQ numbers are probably rated at a low boost setting, so they can warranty the engine for years and XX,XXX miles. I'm sure people will be modding them in no time. 4BT's only put out around 100 hp in 'stock' form. You can't expect Cummins to put out a 40 psi tune on these things.
