I can tell you from personal experience and making calls to multiple Toyota dealerships in the Sacramento area these stickers are no longer available. There's a chance your dealership had a random supply of them, but they are not generally available, and if a dealership doesn't have an existing supply you are probably out of luck.
S/C's have been out of production for almost 20-years and have long been discontinued.
As far as getting busted with a fake sticker, there is no discernible difference between original stickers and reproductions. Unlike my AirRaid sticker which is foil, multi-colored and stamped, the S/C sticker is really a simple, basic, generic vinyl sticker Toyota put almost zero thought into. Also, if you read the E/O you'll see that it covers a broad range of vehicles and isn't narrowly written. Toyota put as little effort as possible into getting the E/O filed.
Lastly, who is going to bust you for a fake sticker? Smog testers will fail your car if they think anything looks out of place and will tell you to fix it. If you're already going to a smog ref, you wouldn't need a sticker (sticker only solves the archaic rules smog techs are governed by). If a cop pulls you over in your 220 HP 20-year old 4Runner, I highly doubt he's going to be blown away by your top speed of 97 mph and ask you to open up your hood and see what illegal engine mods you have going on. And, assuming you encounter such a police officer, they wouldn't be able to visually tell the difference between a real and fake sticker. So, even if said police officer suspected you had a fake sticker they'd have to send it into the local crime lab and run tests comparing materials of the real sticker vs. fake to prove it was in fact a fake sticker...
I'll buy anyone a beer who was busted with a fake S/C sticker just to hear whatever convoluted story they had how/why they were caught. It's gotta be an absolutely amazing story we need to share with the board.
