Voltage on the upstream sensor

First, i searched and couldnt find what i was looking for so here is another thread about the the sensor. I havent cleaned the maf sensor yet, i will today, but i am getting a reading of nearly 3.5 volts coming from the o2 sensor before the cat. my sensor behind the cat is reading correctly between .2-.9. My scanner also says my heater element is good in the sensor. The question is...can a dirty maf cause my voltage to skyrocket, or is my sensor definitely shot?
