Two companies I'm familiar with had problems with the carrying fuel part. They had problems complying with gasoline externally mounted on the vehicle. There were problems with crash testing. Problems with having federal regulations stamped on the outside vs having a sticker on the outside. If the container was red it was subject to different rules vs any other color. Red is most likely associated with fuel. Would the Red containers have special child resistant caps? Other color containers did not need child resistant caps. They didn't make it to the vapor cap stage.
One company made a change in labeling to non potable water storage. The other company stopped production of Red container. However, the Grey/Black was made of the same plastic as Red. The Grey/Black was considered safe for motor oil. No advertisement for Gasoline.
These were Federal Regulation problems. Unknown how many problems they found on the State/local level.
