Foglight Independence Wiring Issues : Please Help

My goal is to have my foglights operate while my parking lights are on. I was reading on here and followed the instructions on the yotatech site (link https://www.top4runners.com/ja/fogmod.html). You can see in the pics below that I have bent the prong of the relay up and jumped it to the tail light 10A fuse.

However, my FL are still only coming on when low beams are on. Further research is telling me that I need to cut the Green/Black Wire in the #16 pin of the DRL module plug, and ground it. I am pointing to it with the tool in the second pic below.

Can someone confirm for me that this is the correct step to take?

I also have the DRL mod completed (Cut the Yellow/Black wire in pin 12 and wired it to a switch in dash to turn DRLs on off).

Still Not Working

Did the mod today, with the same set up you have. IT WORKS!

Bent the Fog Relay Prong up, jumped a wire to left side of Tail Light Fuse. So left side has both the 10A Tail Light fuse and the jumped wire sandwiched in there.

I cut the green/black wire in the DRL module and grounded it.

I also have the DRL mod completed (Cut the Yellow/Black wire in pin 12).

So I followed the instructions on Toyota 4Runner Highlander Electrical Modifications Fog Light Mod

My fog lights now can come on without my head lights, I am able to trigger them with just the parking lights on.

When you cut the green/black wire off the dlr module did you ground the wire end off the connector or the wire going to the fog relay in the engine bay?

Glad on my 2000 the DRL connection is just a plug to disconnect. The freedom to forget to turn on my headlights is refreshing!

When you cut the green/black wire off the dlr module did you ground the wire still in the plug or the wire going to the fog rely in the engine bay. Also I’ve disconnected the dlr box in the engine bay. Do I need that plugged in to have this mod work do you know?

I put a foglight stalk in my 98, it's just two wires that come from the steering column. You could probably do what I plan to and run those to power a relay for the foglights, it should work independently of the headlights, on mine it doesn't turn on the headlights when I turn on the foglights

This is super good stuff. I have the hella "factory" fog lamps on my 98 and the glass on them is cracked (to the the point where one of them has a straight up hole in it and I'm not even sure it's working anymore after lots of mud holes in the past month). I was thinking about replacing them with some Nilights at some point and also wanted to make it to where I could use them with the high beams on. Glad to know there is a pretty simple fix for this. On that note though, is the factory relay for these going to overpower some LED replacements or should it be pretty plug and play?

Edit: Nvm, looks like my fuse box is totally different so this won't work. Just going to start a new thread.
