New California Exhaust Laws... WTF?!!!
I apologize if someone in the 4Runner community already posted about this - I searched the first few pages of this 3rd Gen Forum and didn’t see anything. I’m not going to make any comments about California politics, but as a “car guy” from Texas who lives in Florida this really pisses me off.
By the way, if this is some kind of stupid joke on YouTube please delete this thread and forget that I ever posted it.

Some questions for you Californians in the know:
1) Does this affect me if I am driving (just visiting) through California in an out of state vehicle with a modified exhaust system?
2) If a 4Runner has the factory muffler replaced with a Flowmaster (or any aftermarket muffler) is the owner in violation of the law and receiving the subsequent $1,000 fine?
3) What in the hell is a state referee? Where is he located? Sacramento??? Does someone with a violation really have to travel across the state to visit this guy and let him inspect every inch of the vehicle?
4) Are headers considered part of the exhaust system? Obviously I assume they are, but what a pain in the ass to remove for a 3rd Gen owner.
5) Is this just an addition to the whole CARB thing or something much more?
6) Should I be worried about this law spreading east?

No offense OP but you don't live in California and aren't affected any changes whatever they may be.
I have looked into this law changes and it is much ado about nothing.
Essentially all the new law does is the following:
1) if you were already in violation per the law prior to 2018, now you get $1000 min fine instead of a fix it ticket.
2) that's it. Nothing else to see here
This is really only something that effects vehicles that were WAY out of spec of CA emissions law, such as no muffler at all, or exhaust system that ignite with flames. Cases like that get a $1000 as a min instead of a warning or fix-it
Basically totally obviously illegal sh$t is surprise .... $1,000 fine!
If you aren't trying to be part of the Midnight Club drag scene you have little to no worries.

No offense taken, but I used to live in California a long time ago (1989-1991) and this could potentially affect me if I moved back there. In the past I have owned Corvettes and Camaros that might have been in violation if they were in California today.
Anyway, thanks for your comments on the subject.

For as long as I can remember, the law basicly read (and I'm paraphrasing here) that any exhaust could not be modified from the original configuration. So any after market muffler that wasn't a replica of the OEM was not in compliance (Flowmaster, Thrush, etc.) Headers: not in compliance. Dual exhaust on a vehicle that came with single exhaust: not in compliance.
Not knowing what you did with your past Corvettes and Camaros... yeah, they probably weren't legal -- it was just never enforced.
What's happening with car/truck exhausts is the same as what's happened with motorcycle exhausts. The laws against loud pipes on bikes have always been on the books, but since you might only encounter a couple of straight-pipers a day, no one complained about it. Now every needle dick with a dew rag and an inferiority complex has a Harley running straight pipes. So on a nice day, it's a constant barrage of noise -- and people are understandably annoyed by it. As a result, states began cracking down on modified bike exhausts.
Fart can Civics, Coal Rollers, and the like are doing the same for 4 wheeled vehicles. They've become so prevalent and so excessive that lawmakers can no longer ignore them.

Basically if you were illegal before you are illegal now, but the consequence has changed. A little common sense goes a long way but it is severely lacking among many who think straight pipes on your E36 makes you cool(the rest of the grown up world thinks it makes you annoying).
I've lived in CA for 56 years, don't plan on leaving, for all the troubles we still have awesome weather, activities, and people. OK, you can keep "some" of the people. Haha. Every new law makes people freak out, smog checks, helmet laws, paint emissions, etc. But here we are still modifying things. Did you know it is illegal to modify your headlights in anyway according to the CA vehicle code? Yup, and yet here we are.
Did you know Northern CA people tend to not like Southern CA? Yeah, they think we should split the state! Hasn't happened and it won't, nothing to see here folks, move along.

I just put a Gibson Catback on my 02 Sport...and we submitted our names for an opening in Ventura with my company. Hope to get it because sea level would be great for my wife’s health, but maybe the Gibson would have to come off? Hope not. I just got an AR for Christmas too. That’ll probably need to be sold. The paperwork to bring in Glocks must be horrendous, I can only imagine what it would be like for an AR.

This isn't accurate. I have headers and CAI. Yes a CA CARB sticker is required but that just means you need to an actual product and not something totally custom.
Also if you read some of the FAQs on the web about this new law and the old you'll see that it very clearly says you CAN replace your muffler with one louder than stock.

I appreciate CA's strict emission and exhaust laws. If you remember southern California in the early 1980s the smog and pollution was horrible. I don't live there but travel there frequently for work. The laws have made a positive difference. California has a great 4Runner community and lots of good trails. I see a ton of nice rigs down there.
