Saw your post earlier today and didn't have time to post then, but that frame most certainly had rust. I make that bold assumption off two observations:
-Tow hitch has been resprayed and showing bubbling under the paint as sawguy mentioned.
-Engine bay pieces are rusted. When this happens, you can almost guarantee there to be some amount of rust on the underbody (unless of course the owner religiously rinsed the underbody in winter, highly doubt though).
At that price, I would keep looking. Much cleaner examples can be found, and I would focus your attention to your area and Washington. Rust-free rigs can be found very easily there.
