His description in the body of the ad says clean title, but the bottom of the page says salvage. I’d look closely into the vin report and frame/ body panels lining up in person before I made an offer. That being said, of it is in fact a clean title, he’s a little high in price at 190k even with the hard to find options, IMO. I can see this going for $8-9k in the Southwest.

Since I have a 2000 with locker and also purchased with about 190K in CA, I feel it's very overpriced. I paid about half the price in late 2017. Mine is an auto though. If no rust, 8K seems reasonable.

If it's indeed a 2000 with a salvaged title and 190k miles on it, I wouldn't pay more than $3-4k for it. But I wouldn't personally buy it either. If it ends up being a clean title and it's rust-free and in good shape, I'd think $8k, maybe more. But the market continually surprises me.

Agreed. Forgot about the salvage title in my post above... I stand by the $8k figure if clean title.
Up to you... If you have been looking for a long time and are exhausted, willing to settle on some "requirements", make a deal. Cash talks. It's Friday, he might want to be done with it, and have a free weekend.
I'd check it out and let him know of your reservations about the title, and see what he says. If it meets your requirements otherwise, tell him that you have $5K cash now, or whatever you think is appropriate. He can say no or maybe split the difference, and counter with $8k. If so, I'd counter back with 6k possibly (have $1k in the other pocket). Up to you!

There was a fully built dual cased rig with Kings for $12K a month ago for comparison

True statement. If you're going to ask for top dollar, you should put top dollars-worth of work into your ad. That's one of the big reasons Bring a Trailer does such a good job. Their ads are ridiculously thorough.
