Dumb question, inner hubcaps falling off?

I have done a lot of work on my recently acquired '97 Limited, and after removing the wheels the plastic Toyota logo inner caps won't stay on. I have tried popping them in after torquing the lug nuts, popping them in before torquing the lug nuts, I tried bending out the little spring tabs slightly to grip better and they broke off.

What's the trick???
