Does it matter that I don't have an OEM key? Both of the ones I have a replacement keys.

No. I bought my runner from a mom and pop dealer that only had one metal key from Home Depot or something similar. Went to the dealer and ordered a fob and key and went home and got it working.. eventually.

Here is the 2000 FSM procedure. Have you tried all this?

After many, and I do mean many tries I finally got 1 of 2 key fobs programmed. Not sure why the 2nd one will not work. But could care less at this point. This video is what helped me.
