Yeah OP - quite goofing around with service stations for 'readiness' knowledge. That is very frustrating.
You'll gain so much more information with torque pro.
Same in travis county, one unready item allowed.
I get a P0420 whenever I drive slowly, usually at deer/camp lease in johnson city, I clear it with torque pro and by the time I make it back to austin (63 miles of mostly highway), its Ready and stays ready until I drive about 5-10 mph for a mile or two, haha. Like clockwork.
Not sure why its so hard for yours to set, as others said, something else is wrong to cause that to delay or not set at all.
