I have many times. I've started many many cars without a filter. They may run rough due to turbulence over maf but they will run. I've had it running with maf unplugged straight out throttle body before. Yes I have also tried with filter installed. Lol.

Hows the throttle body and IAC look? I wonder if the IAC is gunked up and isn't letting any air pass-by. Tried cranking with the throttle open as well?

As mentioned above maybe failed fuel reg. Can raw fuel pass through the fpr vaccum hose because of a broken rubber diaphram?

Throttle body and IAC was completely tore down and cleaned right before I let it sit. Still looks great but may go that route. I have cranked it open.

Have you check for any damaged teeth on the timing gear sprocket on crank shaft?
I saw a video on youtube early today that is dealing with a non starting 4Runner with 5vzfe. Owner has taken it to 2 "mechanics" and they replaced fuel injectors, spark plugs, everything even an ECU. A well trained mechanic found out it is a damaged timing gear on crank shaft!

Yes, i found this issue on my 98, posted a pic here with the missing tooth pointed out:

But I found that the engine would start and run extremely rough, then die all in about a second. I couldn't run the engine for more than a moment. Definitely worth a look with all the issues you've had.

No I have not but did see that video. That damage happened because a hose clamp fell into the gear and they started it but I might have to check just on case.

I think it's just flooded. New plugs, let it dry out a bit. I flooded mine once when I swapped the fuel return line and a similar sized vacuum line that fed into the intake. Smeeeellll that fuel! Although that time it had brand new Iridiums so it fired up fine once I stopped dumping fuel all over it.
How did you test you had spark anyway? Held the spark plug near the frame? Firing light?
If it were anything else, it'd start, sputter and die. It's not an air supply issue, something's wrong with either the fuel or the spark.
EDIT: did you clean the MAF before the no-crank or after it? Those tiny wires can be damaged and will prevent starting.

I've also seen a video where the gear had excessive slop and wouldn't function correctly. Perhaps pull the covers and turn the engine over and see if anything is loose/overly worn.

My 97 won’t start if I don’t have air flowing through the MAF sensor. Just removing the rubber intake tube from the throttle body causes a no start.

It most definitely can. It'll start dumping fuel in the intake baffle/silencer and cause stalling and hard starts. In my experience, though, it was a hard start, not an impossible start. It'd crank for a few extra seconds then fire up, and then die If I didn't gas it immediately. Once on, it'd be ok If I didn't floor it. I never checked, but I assumed just super low pressure. So if the FPR is completely shot, that could be it.
@ JayRolla
Do you smell gas coming from the FPR vacuum line, or if you remove the baffle/silencer, can you shake it and slosh gas around?
Ah or, do you have the ISR mod? If you do, and your FPR is leaking, it'd be a straight shot of fuel down the gullet of the throttle body (no baffle to run interference), and could be why your plugs are wet.

Non oem fuel pumps can have many defects: Low pressure, leaking, already dead, etc.,
I saw SouthMainAuto (Mr. Eric. O) showing a camry with a new (aftermarket) fuel pump installed by another shop didn't start or idle and dies. He replaced the aftermarket pump with used toyota pump and the car started running again.
There was another video of him showing the an ordinary fuel hose between the pump and mounting plate causing leaks. Regular fuel hoses cannot be submerged in gasoline. Must you the correct hose.

Overall, though, the Walbro *should* be good as it's a known and recommended replacement for the Denso for people with superchargers with fuel mods, if I'm not mistaken. Doesn't mean it can't be bad, but it's at least not an eBay Chinese Special
