It's worth a shot. You probably already know this but make sure the vehicle gets hot enough to open the thermostat, and the front and rear heat are on. I ended up raising my 4Runner a couple feet in the front to get an air pocket out.

yes, that's exactly when I hear the sound, after starting it and driving off a few feet. Is the liquid I think I'm hearing likely brake fluid?

Possibly, all I know is that it is the ABS pump, which is cycling brake fluid.

ah yes, I think you're on to something! Is the ABS pump the device on the passenger side that has a number of hard lines coming out of the top?

Yeah, its the ABS pump doing a test cycle/pump. Normal, don't worry about it.

It actually makes the sound a few seconds after you remove your foot from the brakes. For me, the sound comes after I have backed out of the driveway (a bit downhill, so brakes are on) and shift into drive on the way down the street.

Exactly how it cycles on my 1998. My guess is that it is the same cycling routine for 98-00.

My 2000 4R and our 01 Camry do the brake check as others have said. As yours makes that sound, if it is the brake check, you should also feel a faint pulse or vibration in the brake pedal with the sound. In both of our Toyotas they do it as in the first 15 feet or so as we're backing out of the driveway and I feel the brake check in the pedal since my foot is applying slight pressure on the pedal.
