That bracket can be fixed. I have fixed them. Getting it into position and making it solid can be fun. As mostly that upper control arm bracket needs strengthening along with the frame rail. if yours isnt horribly rotted you can weld washers in there and build the plate back up to hold the shock but those plates are fairly thick.
Some folks even outboard the shocks. I have seen a few users do that as well. :-)
I take it you didn't rust proof your frame for living in the rust belt and it got you.
It happens, that why I end up rebuilding the frames on these 3rd gens.. ;-)
