Look at the difference between 96 to 98,99 to 2000 and 2001 to 2002. These are the years that the made changes.

I feel like a 1999 with the AWD and a Locker is the sweet spot for these. I wish I had done a little more research and looked for one when I purchased my 4runner, but it was hard to turn mine down for 3500 bucks when it was just sooo clean. Only downside was the 341k miles, but it's been really reliable for the past 8 years!
AWD without the Locker or Center Diff Lock engaged is the best for everyday snow driving. You don't need to engage the CDL or the Locker until things get really gnarly. My J-shift 4wd is just fine in the snow or sand.
