I have drum brakes on 2 of my vehicles............. I do the tire rotations and check all the brakes/pads/shoes ..if the drum has a ridge I grind that ridge down so the drum slides off .. also anti seize on the axle where the drum sets..

your problem is the shoes had most likely a spring failure causing the shoe to create high heat then the axle seal got cooked ..

Well, I got the drum off. Here's how it went down.

First, i jacked up both rear tires and attempted to drive off the drum like recommended. The side with the frozen brakes didn't budge, so it was on to the next method.

Put tire back on, and went for a short drive. I thought if i could break the shoes free and get everything warmed up, maybe that would do the trick. Although it did mostly break the shoes free from the drum, i still could not pull the drum off and the star wheel was still seized. On to next method.

Angle grinder with a cutoff wheel, chopped an access hole in the face of the drum. Once I had access, i bent away the plate that locks the star wheel, and attacked the star wheel with a hammer and chisel. It took some heavy, persistent work to break the star wheel free, but it did eventually back all the way off.

Drum was then just rusted to the hub. Penetrating oil, heat, and a lot of prying got her off. The hole I cut actually provided a great place to grab with the claw end of a hammer and pull. To my surprise, there were no broken springs. Just A LOT of baked on gear oil.
