Front End Vibration

I know front end vibration posts are never ending!

The issue I am having is that I am getting vibration more in the steering column around 2300-2500 RPM at HWY speeds around 70-75 mph.

I have ensured that the tires are rotated and balanced, however, I become completely lost when it comes to first things to check on steering/vibration issues?

I have also been chasing a p174. So might be a leak causing the vibration?

OEM Shocks, struts, etc....

Any suggestions?

I'd rotate tires again just to make sure it's not a tire balance issue. Where did you get the tires balanced?
Other things to check would be tie rod ends, inner tie rods, and front wheel bearing for any play. I'd also take a look at your upper/lower control arms bushings. Another thing to check is if the vibration goes away if you shift into neutral while it's vibrating.
A P0174 code shouldn't cause a vibration.

Sounds good!

Rotated and balanced at Discount Tire.

I've also noticed that the vibration is variable and occurs more when under load such as going up hills etc...

Check your rear wheel bearings. In most cases you won't feel a rear end issue in the steering wheel, but with the rear bearings you will. I had the exact same issue, and replaced ever part on the front end to fix it. It helped a little at first, but didn't fix the issue. It wasn't until I replaced the rear bearings (after the began leaking) that the issue went away.

Warped rotors can cause that 70-75 mph vibration. If your brakes pulse when stopping resolve that and see if your vibration goes away.

Check your steering rack bushings too. Cheap kit available and an easy job.

Also check tie rods and ball joints for any play.

I chased an issue like this and it ended up being a poor balancing job on the front tires. I also had a pull to the right that didn't go away after getting the tires rebalanced so I thought I needed a front wheel alignment. Then a set of new 4Runner wheels with good tires came up for sale. Mounted them and no more pull.

Tire issues can show up in different ways. One bad one out of the 4 is all it takes. If you eliminate everything else and still have the issue; try putting your spare on each corner to see if the issue goes away. Not very scientific but sometimes that's what it takes.
