I found this thread also a 99 auto dude was having the same problem but he said it didn't happen in neutral or with od off but it happens for me all the time. they then think its a sensor issue but I've tried all that.

Torque Converter?
No unfortunately if there's no code, a code reader or handheld will not give any useful data on the functionality of the transmission. These ECU's are pretty archaic.

so upon re reading that thread apparently there is a tc lock up solenoid.

so in case anyone is having this issue and reads this thread I was wrong the culprit is my throttle position sensor. when I drive with it unplugged it does not do it. I think I need a new ecu because I had a brand new spare oem tps sitting around and it does not make a difference. the other day I unplugged it for a bit plugged it back in cleared the code and for the first time in a long time it drove like gold for a day and I was stoked I got my full power band back but that's as good as it got for me. it drives confused with it plugged in for the most part and it never throws a code unless I unplug it. I wish I never cleaned the crap out of my maf tb or iac that stuff is sensitive. I have tried resetting the computer by unhooking the battery it does not help.
