Keep in mind that the elockers in these things are finnicky. Often times it takes quite a bit of maneuvering around in your vehicle to get it to 'lock' in. Also, if you have a factory equipped one the vehicle has to be in 4-Lo to actually work.

not if you have done the gray wire mod, then the locker works anytime , even in 2wd

You can also do the Green/orange wire mod to engage at any speed.
Grey Wire Mod For 4Runners - Toyota 4Runner Forum - Largest 4Runner Forum though not recommended.
