AC making noises even when off

Hey everyone, so I’ve noticed that even when I have the AC switched off that the passenger side fan always sounds like it is running on the second to highest setting without any air coming out. Has anyone dealt with this before or would know what this could be caused by?

Are you sure it's not the fan for the rear heater that lives under the passenger seat if so equipped?

You could always pull the fan fuse and see if the noise stops.

That is likely what it is... Mine only ever gets turned on by friends as a way to annoy me.

Ok you guys are both right! Feeling a bit foolish as i didnt even realize there was a Hi/Lo switch for the rear. Thanks for saving me the headache!
