I haven't began working on it yet and just securing all the parts I need. Are worn tire rod ends likely the culprit that makes this thing sensitive to wind on the interstate. I have limited funds at the moment and need to target the problem. If it is the the tie rods, should I replace both inner and outers?

At this age, almost anything in the steering system could be a problem - inner or outer tie rods, the rack itself, the rack guide, steering rack mounts, alignment, control arm bushings, even the steering shaft up in the cab.

You'll need to get under there and shake / pry things around and see what is loose.
