There's your problem. You should be filling to the cold line again the engine on after the not running cold fill before allowing the transmission to warm up and run through the gears for a hot fluid level check. With the engine off the transmission pump isn't circulating fluid throughout the valve body, passages, etc which will give you a higher reading than with the engine running.
