VSV at Charcoal Canister: Good or Bad?

So...on my '02 I got the dreaded P0446 code last month. I used a smart phone based scan tool to get this code and reset it just to see if it came back. It did about 200-300 miles later. So, after viewing different websites, youtube vids and the majority of the pages on this thread I pulled the evap can (after many struggles with rusted/busted bolts). There are no cracks in the plastic casing, however, I tried using a 9 volt battery to test the VSV (vacuum switch valve) and I could hear a very faint click. It is not a loud click by any means and it is not consistently there when I connect to the 9v battery.

***Should the click shut of the valve be very loud or is the faint click I'm hearing normal?

Also, I disconnected one of the hoses going to the VSV and blew air through it then tried it with the 9v battery connected and still could blow air through it.

***Does this mean the VSV needs replacing?

Any and all help is appreciated as I know this code can sometimes create a wild goose chase. Photo shows evap can with VSV in the red circle.

UPDATE: I found one of the other VSV's in the hood area and connected it to the battery. It clicked very audibly so I'm 90% confident replacing the VSV at the charcoal can could solve my P0446 code. If anyone needs help on removing the brackets and canister let me know while it's still fresh in my memory.

Follow Up: EVAP Canister Bracket and Bolts Issue

Just an fyi, anyone attempting the removal of the brackets from the canister may experience what I just did. The two 10mm bolts holding the canister to the front bracket (attaches to vehicle) were so rusted that one sheared off and the other wouldn't budge and pulled the entire threaded plug out, rendering the canister semi-useless. You could epoxy another plug in like a nutsert but I'm not taking any chances and will sadly have to purchase the entire canister which includes the VSV.

I live in a city where the roads are salted in winter so hopefully this replacement will last another 20 years because I don't want to spend any more time on this project.

I've been getting the P0446 on my '96. I just check to make sure its the same code and then clear it. But, mine is a little rough around the edges already so YMMV.

Interesting idea with a possible VSV failure though...
