If it's only an inner tie rod that's the issue, then yes you can replace just the inner tie rods. I would recommend replacing both inner tie rod ends at a minimum. It would be wise to inspect the outer tie rods to see if the boots are starting to crack or tear and consider replacing the outer tie rods as well since you'll need an alignment.
EDIT: If the inner tie rod seal is leaking into the boot then I would replace the rack. You could rebuild the rack, but I would replace it if mine were leaking. To check for that you can take a small pic and poke a small hole in the bottom of the bellow (rubber accordion covering the inner tie rod) closest the rack itself. If anything comes out then you have an inner tie rod seal leaking.
