new toyota CYLINDER SET, LOCK

does anybody know if

69005-35430 - Genuine Toyota CYLINDER SET, LOCK)

comes with a new set of keys? cut to that cylinder or... do you need to also purchase blank keys and take the set into the dealer with a title to have them cut keys for you?

I will consider other options but I want to understand this one first. I can't seem to find anybody who has done it this way... or my search was bad.

It looks like it does, I searched on ebay, nobody is listing that specific part number but all the other sets I see have cut keys with them, it would make sense to me they would, but I also wouldn't be surprised if they didn't. This pic lists everything as the lock set by that part number

It would either have to come with matching keys or a key code to cut the keys to match the lock. Kinda apples to oranges, but a new ignition lock cylinder 89703-35080 comes with 2 new keys.

Yes, as I understand it, it's a complete set of locks and new keys. I was asking at a dealership parts counter about this item and that's where I'm getting my info.

Pretty sure we're talking about the same item. Pretty close on price match.

Little bit of labor as it replaces all the key cylinder cores in the vehicles with new ones.

Basically re-keys the entire vehicle to the new keys.

When we sold aftermarket ignition locks it always came with a new set of keys cut to the new lock. It would be up to the customer if they wanted the lock reworked to accept their existing key.
I know that Toyota are able to cut keys to the vin. I doubt Toyota would rework new ignition locks to work with the existing vin, too much manual work for them.
