What switches normally go in these factory panels
I have 4 open panels on the far left of my dash and I'm curious what OEM switches would go here? I'm pretty sure I've seen the e-locker button in some of y'all's post but I'm not sure about the others. I'm curious about a quick and easy way to add some inexpensive fog lights to my truck (I'm going to be replacing the front bumper eventually, so I don't want to spend a ton on them atm) and I'm pretty sure I have factory wiring already under the truck in those locations, so I was hoping that maybe there is a harness already behind there somewhere and that I could pick up a factory fog switch from a junkyard and then just wire in some not-too-expensive fogs for the time being?

I think I've only seen OEM alarm light and possibly e locker in the top right. Although normally the spot next to steering column also has had e locker I believe.
Either way you can do one of two things for your situation.
1: install independent fog light and switch using one of those spots to mount switch.
2: install fog lights and wire into OEM harness and use stock switch on the left stick of steering column that control head lights. This is the route I went...
Depending on your preference and what you're doing with that bumper situation you can pull OEM fogs from a donor or go after market.

Here’s what I’ve got here. Looks like my e-locker switch is where your Toyota security buzzer is and so they move it to one of the switches but that red light is the previous owners switch for wires I haven’t found yet haha. Anyways if you’re using the oem fog lights the switch should be on the light stalk on the left side of your steering wheel as someone else stated however you can only use it with headlights on and if you turn your brights on it will turn off. I’m sure there is a way to trick it into being hot all the time I’m just not sure how yet.

The '99 is probably pre-wired for the foglights, even if you didn't have them. So the new combo switch should be plug and play (other than running wiring to the actual foglights). If not, you can always add the needed 2 pins for the foglight circuit (I had to do that for my '97).

Here is a shot of the wiring that exists under the truck near where the fogs would normally go. Is either of these harnesses for the factory fog lamps?
Also, here is a shot of my fuse box. There is a blade fuse in the fog slot but no relay, so do I just need to pop a relay in there, and if so, does anyone have a part number for that relay?

Quick bump since I fixed the pictures in the last post so that they should be showing up now.

Even better, you don't need to pull the steering wheel - just the column covers.

Agreed. You get to the screws on the column cover by turning the steering wheel 90* each way.
The white connector in the front-end pic is for the fogs (the other is for the ambient temp sensor that the SR5's don't have). For a '99, you need the correct control stalk, a fuse and the relay - and the lights themselves, of course. I don't have the relay PN offhand, but I just got a used one off eBay, I think... it is a relay used in many Toyotas.

I'm running some Rigid D2 LED fog lights (DOT beam pattern) off the stock wiring/switch. No problem as long as they are 110W or less total. You will obviously need to wire up a different connector...
Cheap lights will have a bad beam pattern and probably shouldn't be used on the street. Even good quality off road lights are not good for the street (no upper beam cutoff). My offroad lights are on a completely different circuit and aren't used on the street (though they make awesome high beams...).
Also keep in mind the stock wiring only allows the fog lights to be on with the low-beam headlights.
