Never-Used Spare Tire is Jacked Up

While changing suspension components today, I noticed this on my tire. It's clearly hitting the panhard bar when looking from the correct angle.

Is there anything I can do to fix this? These tires are the same size as stock even though I have the 17s on it. Could it be the shop didn't install it properly? It does look like it's mounted at a slight angle, if that means anything.

Lower it slightly and reposition away from whatever is rubbing on it.

And if it's an original '99 tire it is waaay past useful life.

You say the tires both are and aren't the same size as stock. Which is it? If you think the wheel may not be hanging correctly, just lower it, check that the hanger is centered, and lift it back up and see if it sits further away from the panhard bar.

Perhaps overall tire dimension is the similar but utilizing a 17" rim vs a 16"rim, ex 265/70/16 vs 265/65/17

Real question is the age of tire. How old is it? If it's the original, it should be never used and should be swapped out when possible.

Could be a hitch difference putting the tire closer, or not wound up tight enough to hold tire steady(the spring should be collapsed when wound tight), that spare moves around as does the Panhard bar of course, I put in a 1" body lift and had to add hockey pucks to the OE rubber bumpers on the body to steady the spare tire. Tire looks fine, perfect for a spare or DD, it Does not look like the original spare tire, and even if it was it would be fine for a spare never seeing sunlight.

It seems nobody has had a problem with their spare hitting the panhard bar before.

I misspoke in my original post, rather mis-remembered. I thought I had ordered sidewalls to match the original stock tire size (30.6" diameter). But I actually ordered a 31.6" diameter tire. A 1" larger tire, however, still well within the 32" spec that this forum recommends for "stock" 4runners. (Until a couple of days ago I was lifted 1" from the factory as stock because of the '99 talls, not that any of that matters since were talking about the spare not the wheel wells.)

My guess is the tire shop didn't install it properly because they were in a rush to get it done. They were having all sorts of problems that day. But I'm not touching the tire until they see it. I guess another trip to the tire shop is in order now...
