I haven't done this on a Toyota or 3rd gen. Remove the entire "door card" as per usual, on the backside there will be tabs, either plastic, steel, bolts, screws or combination, separate grab handle and cladding from door cards, use fabric spray adhesive or other good alternatives and reinstall. It looks like that material is dried out, for that small an area it might be a good time to replace it with new or good shape originals. I would pull the door cards in warm conditions to avoid clip and clip retainer damage, either a hot day or a warm shop.
