Did you try using the clutch bypass switch on the dash? If it starts fine, then your clutch switch is the issue. If it doesn't, then starter contacts are a good bet.

If you need to replace the contacts in the starter - part numbers
28226-54340 (one contact kit)
28226-72010 (the other contact kit)
28235-74130 (plunger, magnetic) <-NOTE had to shorten rod by 28mm (to 40mm length)

I did this 8 years ago and this is what I have in my notes, so I don't know if I got the wrong part number or part for the plunger, but apparently it was easy enough for me to shorten it.

Is there only one starter option for manual transmissions? I know there are 2 different starters that came with the 3.4L engines.

OP here, just as everyone said, it was indeed the contacts. Getting the starter out was a royal PIA- other than that, easy job. Spent a good hour trying to wiggle the starter out, rest of the job took 20 minutes. I used this kit.

I've read that before, but when I pulled mine I remember it was maybe 15 min including getting the 4runner on my scissor lift. Then I looked through my maintenance records and I installed a 1" body lift before the starter contacts needed replacing...so body lift might make this job easier.
