So my question is: How can I verify there's an issue with the steering rack?
I'm inclined to DIY, and typically use OEM Toyota parts, so I'm leery of ordering $700 worth of parts and spending my weekend under the truck if it's not really necessary.

Get under the truck have someone else turn the steering and see if there is movement. New bushings could remedy that. Inner tie rods could be shot also kind of pricey I think around 80 bucks a piece. Steering rack guide could have loosened. There is a very specific way off tightening that in the fsm.
edit: A second opinion wouldn't hurt.
