What fuse should I use for H7 fog lights

The positive terminal on my fog lights came off and I'm going to wire it to the fuse box rather than to the battery.

I might use the abs fuse location (I don't have abs), or one of the blank positions if they are wired in.

I have a fuse tap but I don't know what fuse size is ideal. The H7 are 55 watt/ 12V and there is 2 of them.

Each bulb is going to draw ~4.6amps, with a 20% safety factor, you are looking at 11amps which means a 15 amp fuse. That said, the fuse is protecting the wiring from damage which could lead to an electrical fire, so make sure that your wire gauge is appropriate for that load or you could have an electrical fire at a load which won't blow the fuse. Given the load you are looking at, I'd want to use 12 gauge wiring for that, but depending on which chart you are looking at you will find some that say 14 gauge is safe for shorter runs.

Turns out the owner had added some safety. Like the speakers, they wired in a fuse by basically wrapping the wires around the legs of a fuse and mummifying it in electrical tape. Fuse value? 20 amps- nope, 25 amps? Higher still. They used a 30 amp fuse.

I wanted to use one of the blank spots in the fuse box, however Toyota didn't put metal contacts for them. How can I bring power to one of the blank spots in the fuse box?

You'll have to pull the fuse box up and add a pigtail of appropriate gauge with a female contact connector from the buss bar to the slot then run a wire from thee to the to the accessoriy. I am not sure what size.
@sleepydad has a great video showing the internals of the fuse box in later half of the following video.
