Mine started doing that after I put the lift on. It actually broke. I drilled a hole through one of the flat plastic ribs on the inside part of it and ziptied it to the seat frame. Been holding it there great ever since.

Is it a seat cover, or the plastic trim?

For seat covers, get some shirt stays; google them, it's more a military thing than anything; and run them under the seat. Make sure to get the ones that are straight, and DON'T go under your foot. Should come with 4 in a pack.

I took my seats out to do it. Ou have to run them right at the bottom of the cushion, or the electronics will be in the way. Just clip them to the front, bunch up the back, and make the shirt stays tight.

I've had mine on there for over a year, and only take them off when I wash the seat covers.

If you look on the inside of that plastic piece (you can just pull it back) there is a metal tab on the seat that the plastic is suposed to slide over.
When people exit the car by sliding their butt over the edge of the bolster it puts pressure from the cushion onto the plastic and the plastic brakes.
I have seen many 4runners with this problem including my own.
You need to either glue the plastic back together, or zip tie the two pieces as @kball suggested.
