Loose crankcase ventilator

The metal right angle hose attachment vent at the back of the driver side valve cover can turn back and forth and is blowing out some oil residue around that hose connection. It's the same kind of vent as the one on the throttle body that the PCV connects to and looks like a permanent part of the valve cover. Is it possible to tighten it back up (preferably without removing the valve cover)? Or should I keep ignoring it?

Side question: what exactly is the foam protector for that goes over the PCV hose vent that I just mentioned on the TB?

The metal pipe is weld on part of the valve cover. Replace the cover or try and jb weld it. The foam peach helps secure and protect the pcv hose going into the upper plenum.
