Parking brake?

What is this and should it hang loose like this? The mounting bolt has a shoulder, so it can't be tightened. I think I may be missing a spacer or grommet?

here is the parts diagram for the cable assembly

it should be snug but not floppy like that, take note the same bush is on top and bottom so... looks like yours are pretty shot.
