I have one bad tire on the passenger side with worn out inner tread, since my symptoms seemed like they were gone with this tire on the front I thought maybe my camber or caster was off. But I did get the alignment checked, and the shop said the alignment was good.

I am thinking I just have less traction with the worn out tire, so the symptoms are less noticeable than with the new tire.

Update: My rack bushings were toast and I replaced them, but it did not solve my 4wd issues. My best guess is maybe the control arm bushings, but I have not troubleshot this at all yet. With winter being over and rust winning the battle on my frame I may or may not go after this repair if I deem them to be bad. I will update the thread further if I make any progress on this. Thanks for all the help so far.
