Help with code p1121

Hey everyone, so I have done my research and used the search to find as much info as I could but it seems I can’t find a solution to my exact issue . So I have had my 2001 4runner for a little over a year. Occasionally I would lose power to the pedal and have to press all the way down pedal to floor to get the car to go again . This happened only a couple times and never threw a code. The second I restarted the car it was back to normal . Now it has been happening more often and this time it’s throwing the code p1121 (accelerator pedal position sensor range / performance problem) . I replaced the TPS with a brand new one and the problem persists . So I’m assuming it is the APPS and not the TPS. But I also noticed that the plastic coating around the accelerator cable is starting to come off the wire . So before I go and buy an entire throttle body assembly ( because as far as I know there is no direct part for the APPS) I am wondering if the aging of the cable could cause the problem? Ill attached a picture .

Basically I don’t want to buy a throttle body have the problem persist after spending all that money because I don’t believe the throttle body comes with a throttle cable replacement

Also forgot to mention the problem seems to happen far more often in the cold weather . And it may sound strange but I seem to notice the loss of power happens sometimes went I am going over a bump in the road like a speed bump or a quick dip in the road Way, but it’s not limited to that

Checked the FSM, only one thing to do, replace the accelerator pedal position sensor. OEM: 89452-35020, about $80.
