I'm thinking it might be the fuse panel.

Sorry I couldn't reply last night because I was busy making a lesson plan for high schoolers. So you have a lot going on, but there is a solution. You can probably chance replacing the Body ECU and have a good shot at solving this, but I think you have other issues too.
Let's start with the lock cylinders in the doors. Both left and right ground the same wire to lock the doors, but they have different wires to unlock, that's why on the passenger side it always unlocks all doors with one turn(when working correctly), while the driver's side only unlocks the driver's door unless you turn it a second time. Based on your description, it COULD be a failure of the Body ECU. To absolutely confirm that you would have to check that the Body ECU receives a ground signal at connector A terminal 13 for the LH, and 12 for the RH, every time you cycle the key in the door lock. That is for unlock function. Then if you do in fact have the ground signals, then you will need to check the output to the rear doors.
You should have ground at Terminal 14 for RH front door and ground at Term 8(connector B) for the two rear doors. All door lock actuators share the positive circuit for unlocking.
Now I have a feeling you have some bad actuators in the rear, because when you say the RH door lock cyl opens the two front doors, it means the power supply side is good, and at least TWO of the three ground outputs are working.
This is a digital EWD for you too look at.

I think you should check the rear door actuators individually before you buy anything.
Let me know if you need clarification of any of this!
