Won't shift out of 1st in D

I have a 97 with an intermittent problem.

Sometimes when in "D" the transmission will not shift into 2nd regardless of vehicle speed/rpm. However when this happens if it is put in "2" it shifts normally from 1st to 2nd.

I have checked the output at the ecm going to the shift solenoid responsible for engaging 2nd gear and when the problem occurs with "D" there is no voltage being sent to the solenoid, so the ecm is not even attempting to up-shift.

I feel like it's not a problem with any of the sensor inputs (ie. speed sensor) as it is able to up-shift fine when in "2" even when "D" is stuck in 1st.

Any ideas?

Have you verified correct transmission fluid level? What is your operating temp when this happens? Will it shift fine after shifting to 2nd?

Levels are fine. Happens both cold or when at operating temp. When D is working and shifts into second it can shift normally in all gears.

How many miles since last trans fluid drain/fill? Those have helped many folks with shift issues.

Valvoline import full synth (blue bottle) has worked wonders for my trans when it had a whine in 3 gears, did not go away immediately yet after about 5000 miles it is very quite now.

The kickdown cable helps the pressure .Check the kick down cable is not loose or overly tight. Test the Tps, should be generally 5 ohms the resistance. Have to look up Toyota specific in the fsm or check with a obd scanner that tps is functioning.. The ecm monitors the solonoids so might be a good idea to check for pending codes.

Found the problem.

When shifter is in D, the 1 input to ECM is getting 8v thus it believes the shifter is in 1 and never tries to upshift.

Which part is failing you the park neutral safety switch?

If it is the Park/Neutral safety switch, they can often be disassembled and cleaned... though that's an odd error. Normally it just causes a no-start.
