I have OME 906 / Bilstein 5100's in the rear. It's stiff but I have it for when I load up and go off road so I put up with the stiffness around town.

It gives maybe 2" rear lift empty and 1" loaded, which is more than enough. I'm not sure what to do about the front. I still have stock front which gives it some rake which I'd like to remove. I don't want any more than 1" lift up front and I will soon put a heavy steel bumper on, eventually a winch too.

How would one of these old man emu kits compare to the 99 talls?

880s will get you around 2" up front, 881s a bit more, but those are unweighted estimates.

Depending on the bumper and winch you get I found it a little difficult to predict how those items and suspension components will all combine to net out lift and ride quality

My bumper and winch install are pending on my current suspension setup, so I don't know how much things will change after the install, but my truck is level now

Depends on what you are trying to acheive. I would suggest bilstein 5100 since I have no experience with ome shocks. you will get a higher ride height then 99 using this kit. Depending on the spring you choose. The on road ride will be stiffer then the 99 stock suspension but better off road using ome kit.
You will get 1.5 880 or higher with 881 don't go with 883 if you don't have a heavy bumper with winch in the front and 2 inches. 906 in the rear are probably one of the best springs for stock weight and a 2inch lift which will give you a 1inch higher stance then a 99 spring.
