Yes they are universal and used in a wide selection of Toyota engines that were made in the same era. 4 cylinder Toyota engines sometimes do not use shims. They are not simple to remove though so it's a bit of work to get them out, even if you do choose to take out the camshafts. Most shims used from the factory are between 2.80 to 2.95mm in thickness and in the three engines I've torn down for the shims that has been true. You'll still have to special order (or ask for the shim box) any shim at or above 3.00mm as you will have a hard time finding that in a factory engine. I am thinking that is their maximum tolerance from the factory.

And for the love of all things Toyota, please don't use standard measurements! The shims are stamped "280" or "295" on the shim itself so you don't even have to measure them as it's the thickness in millimeters.

Found a list of all engines. I think some of the 4 cylinder engines on this list are incorrect though, I'd stick to 6 cylinder engines:
