Yeah, they are the same nasty square plastic grommets that hold the wheel well liners on. The ones that are impossible to remove without breaking. I just had to do that filler neck which rusted out and I could not save a single one. Luckily I bought a dozen on eBay a while back.
EDIT: Here is a listing for 20 of them for half dealer price. I recommend keeping a stock.

Zip ties will work too, and are a hell of a lot cheaper. Especially since the OEM clips are basically one time use.
