However, this sounds like something I need to learn to do.

Oh! I'm just now figuring out that my previous experience is all on my 2WD F150...which uses rotors with pre-installed races. In the past, I've simply replaced the bearings when I replaced the rotors. With the 4Runner (4WD) the knuckle and hub assembly is completely different, and uses pressed in bearings. Okay. Now I'm tracking.
Also I did non-ADD conversion not ADD like most 3rd gens. So I can't compare bearing not torque specs. But I will tell you non-ADD wheel bearing nut torque spec is absurd at like 220ft/lbs. Our wheel bearings are no joke.

The manual hub bearing setup is nearly the same as the 2WD setup. The 2WD just has a cap on the back and the hub is solid in the center, so no spot for the axle and no holes to mount the locking hub. The ADD bearings/hub are held together with the axle and axle nut, like a big version of many FWD Japanese vehicles.
