Unless the San Diego location is a lie, that is too high for "cold" in San Diego. It can get up to 1800rpm cold - but that's like 0*F cold. Sand Diego cold is more like 1100rpm on a cold start. Hot idle should be ~700rpm.
I'd say actual engine RPM should be checked (OBD-II scanner, etc.) to make sure the gauge is not acting up. There may also be a vacuum leak somewhere in the system.
