Need more info, since you're in Md., is there a lot of rust on the frame?
Post some photos of the frame, the more the better for us to see the condition of the frame.
T4Rs are known for bad frame rust in the "snow belt" from the salt put on the roads, if it has bad frame rust, it may only be good for parts.
If not much rust on the frame look for others for sale in your area and then deduct for the needed repairs to get a ballpark value.
